Dr. Gijs Jan Brandsma (left) is Assistant Professor in European Politics and Administration at Utrecht University, the Netherlands. His main research interests include EU institutions, decision-making, multi-level governance and accountability. Rik Joosen MSc. (right) is a PhD candidate at the Department of Public Administration and Sociology at Erasmus University Rotterdam, the Netherlands. In his research, he focusses on EU regulatory governance, agencification, reputation and trust.

The implementation of EU policies is a member state affair. This is, at least, the principle established by the Treaty on the Functioning of the European Union: the member states are responsible for implementation, and if there is a need for more uniformity it is the Commission that adopts further detailed rules, or exceptionally the Council.

The Editors

The editors are Miroslava (Mira) Scholten, Laura Zoboli and Kelly Blount. Mira is an Associate Professor of EU law at Utrecht University, a member of the scientific board of Osservatorio AIR, and a member of the Utrecht Centre for Regulation and Enforcement in Europe (RENFORCE). Laura is Assistant Professor at the University of Warsaw. Kelly is a Doctoral Researcher at the University of Luxembourg and a member of the Doctoral Training Unit on Multi-Level Enforcement. All three are members of the Jean Monnet Network on Enforcement of EU Law (JMN EULEN).
